The initiative “One University, One River” is a cross-disciplinary University Social Responsibility (USR) program jointly promoted by the Water Resources Bureau of the Taichung City Government, Feng Chia University, Tunghai University, National Chung Hsing University, and National Taichung University of Education.
As a partner institution dedicated to protecting the Huilai Creek watershed, Feng Chia University hosted the event “Green Water Symphony: Shaping Moments of Happiness” in Shang-An Village, Xitun District, on July 18. A total of 127 community residents, faculty members, students, and distinguished guests gathered along the riverbank to participate in a creek-cleaning activity. The event also incorporated a community concert and traditional dough figurine art, bringing environmental education into everyday community life.
On the day of the event, members of the FCU Water Conservation Club took the lead as students, faculty members, and local residents worked together to remove litter and waste along the riverbank. Through direct action, participants contributed to protecting the local ecosystem while strengthening community awareness of environmental stewardship.
Following the clean-up effort, the sound of music filled the riverside, creating a vibrant atmosphere and adding a cultural dimension to the waterfront environment.

Professor Ping-Hsien Lin of the Department of Water Resources Engineering and Conservation, who has long been committed to river and environmental education, explained that the team has been implementing its USR project since 2023. The project has continuously conducted environmental surveys, tree inventories, and environmental signage installations along two stream systems.
The collected data and project outcomes are incorporated into classroom teaching, creating a positive cycle between academic learning and community engagement.
Professor Lin further noted that in recent years the Water Conservation Club has evolved from traditional environmental education toward a model of community empowerment. Students have established water-level monitoring stations at key locations and made real-time data publicly available, putting digital citizen science into practice.
Water quality monitoring has also progressed from traditional field observation to intelligent monitoring systems. Analytical data generated through water quality courses taught by Professor Chi-Hou Lai of the Center for General Education within the Department has been directly shared with local residents. In addition, initiatives such as micro-hydropower projects, carbon sequestration tree tags, and QR-code-based environmental education programs have helped engage community volunteers and strengthen local participation.
The Taichung City Government’s “One University, One River” initiative connects four universities across Central Taiwan and integrates University Social Responsibility (USR) with river governance and environmental sustainability.
The program recently received top recognition at the 2026 IASE Impact Innovation Awards, winning first place in Category A-3, “Sustainable Living and Environmental Transformation.”
As one of the program’s partner institutions, Feng Chia University will continue leveraging its academic expertise and technological capabilities while working closely with local communities and partner organizations. Through these collaborative efforts, the University hopes that every river flowing through the city can become part of a sustainable and harmonious “Green Water Symphony.”
