Hosted by the Department of Urban Planning and Spatial Information at Feng Chia University, the 13th Urban Planning and Spatial Information Conference was held on April 25 in Chung-Chin Hall, bringing together experts from academia and industry across Taiwan to discuss key issues in urban planning, spatial governance, energy transition, and sustainable local development.
During the conference, Professor Yi-Hsiang Hsu, Chair of the Department and Conference Chair, announced that Feng Chia University would officially sign a Memorandum of Understanding (MOU) with Fengmiao Offshore Wind Power Co., Ltd. at the Taichung City Government on April 30. The partnership represents an important step toward advancing Taiwan’s green energy talent development and strengthening industry-academia collaboration.
The conference featured a keynote session titled “Comprehensive Development of Offshore Wind Power: A Green Energy Trend That Cannot Be Ignored,” presented by Jui-Wen Tai, Secretary-General of the Central Taiwan Promotion Office of Fengmiao Offshore Wind Farm, and Chun-Yu Chen, Director of Public Affairs. They were joined by industry representatives, including Ming-Wei Sun, General Manager of Chang Feng Engineering (Central Region), and Sheng-Ping Bao, Vice General Manager of Long-Yi Engineering. Discussions also included contributions from FCU faculty members, including Distinguished Professors Tian-Ying Chou and Ching-Sheng Chiu, as well as Professors Cheng-Ying Hsieh, Li-Wei Liu, and Yao-Hua Liu.
In a complementary presentation, Professor Li-Wei Liu delivered a talk titled “Homes Beneath the Smokestacks: Everyday Life in Li-Shui Village and Our Distance from Energy Infrastructure.” Using Li-Shui Village in Longjing District, Taichung, as a case study, he emphasized that major infrastructure and energy projects ultimately affect local communities and everyday living environments.
In his opening remarks, Chao-Ming Su, Dean of the College of Construction and Development, highlighted the crucial role of stable and sustainable energy supplies in the era of artificial intelligence.
“As AI continues to advance, reliable and sustainable electricity is more important than ever.”
Dean Su noted that Taiwan has achieved remarkable progress in offshore wind energy development and now ranks among the world’s leading offshore wind markets outside mainland China. Taiwan currently operates more than 400 offshore wind turbines, generating approximately 4 million kilowatts of electricity annually.
He identified Fengmiao Offshore Wind Farm as one of the key drivers of offshore wind development in central Taiwan and expressed hope that FCU would eventually establish an Offshore Wind Research and Talent Development Center, positioning the University as a leading hub for offshore wind education and workforce development.
The conference attracted submissions from 12 universities and colleges nationwide, receiving 53 research papers, of which 50 were accepted, including 39 oral presentations and 11 poster presentations.
The ability of a single department to organize a conference that brought together participants from more than ten universities demonstrates Feng Chia University’s strong academic foundation in urban planning and spatial information. More importantly, the event reflected a shared commitment among academia and industry to address the challenges of energy transition, local governance, and sustainable development through collaboration and interdisciplinary dialogue.
The Urban Planning and Spatial Information Conference, established by Feng Chia University in 2013, celebrated its 13th edition this year and continues to serve as an important platform for academic and industry exchange.
Following the keynote session, Dean Chao-Ming Su of the College of Construction and Development presented a commemorative plaque to Jui-Wen Tai (right), Secretary-General of the Central Taiwan Promotion Office of Fengmiao Offshore Wind Farm and a second-generation alumnus of the Department of Urban Planning and Spatial Information, as well as Chun-Yu Chen, Director of Public Affairs, in appreciation of their contributions to the conference.
