Recent cybersecurity incidents, such as the large-scale crash of Microsoft's Windows operating system in July and the cyberattacks on Taiwanese websites by pro-Russian hackers in September, highlight the importance of cybersecurity as a national security 2.0 strategy. Both public and private sectors must continuously enhance their cybersecurity capabilities. In 2023, Feng Chia University signed an industry-academia cooperation memorandum of understanding (MOU) with the National Institute for Cybersecurity, and from August 16 to September 20 this year, they co-hosted the "Advanced Cybersecurity Leadership Program" in central Taiwan for the first time.
The "Advanced Cybersecurity Leadership Program" aims to cultivate the professional knowledge and leadership skills of Chief Information Security Officers (CISOs). This course is specifically designed for the manufacturing sectors in central Taiwan, such as machinery and metal industries. The content covers practical cases in the manufacturing field, the latest international standards, corporate compliance matters, and measures to enhance corporate cybersecurity resilience, attracting enthusiastic participation from many CISOs and cybersecurity managers.
According to statistics from the Taiwan Stock Exchange as of April 30, 2023, all first-tier listed and OTC companies have established dedicated cybersecurity personnel. As for the second tier, the completion rate is 20% for listed companies and 18% for OTC companies, both reaching only about 20%.
In addition to cooperating with the National Institute for Cybersecurity, Feng Chia University has established a "Master's Program of Information and Communication Security" which is expected to start enrolling students in the 114th academic year. The program boasts a strong faculty lineup, including Feng Chia University Chair Professor Zhang Zhencheng, known as the "Father of Cryptography in Taiwan," Foxconn Research Institute Executive Director and Director of the Institute of Information Security Li Weibin, and Director of the Institute of Information Security Technology at the Institute for Information Industry Li Rongsan. This program will cultivate more advanced cybersecurity professionals for the nation to address the complex cybersecurity challenges posed by the Internet of Things, cloud technology, and intelligence.
The National Institute for Cybersecurity further pointed out that industrial cybersecurity is not only related to the competitiveness of individual enterprises but also to national economic security. In the future, the institute will continue to collaborate with regulatory agencies such as the Financial Supervisory Commission and the Ministry of Health and Welfare, as well as universities and colleges such as Feng Chia University, to expand the scope of cybersecurity talent training. They will develop more diversified and specialized courses for different industry characteristics, such as financial CISOs, medical CISOs, cybersecurity incident response engineers, and advanced cybersecurity practitioners, to meet the urgent needs for cybersecurity talent in various fields.
